By-law No. 1, s. 4.18 says there can be no nomination from the floor "unless there are insufficient candidates who have given notification of their candidacy to the Board pursuant to subsection 28(2) and/or (3) of the Act to fill all the vacant positions to be filled at the meeting in question."
